The Manipur government has imposed strict restrictions on the movement of people within the Revenue District of Imphal West. The directive, effective from Monday, will remain in force until further notice.
District Magistrate Th. Kirankumar of Imphal West issued the order, which prohibits individuals from leaving their residences and engaging in activities that might disrupt law and order. The restrictions are in place from 7 am on July 1.
The order exempts government agencies involved in law enforcement and essential services. In cases of emergencies or for processions related to weddings, funerals, or similar events within the restricted areas, individuals must apply to the District Magistrate or the Superintendent of Police, Imphal West. Processions can proceed only after obtaining written permission from the authorities.
The directive references a letter from the Superintendent of Police, Imphal West (Ref: No. 6/14/SP-IW/2024/8100 dated June 28), expressing concerns about potential disturbances to public peace and safety. The letter cited threats to human lives and property due to the activities of anti-social elements and recommended the issuance or extension of prohibitory orders under subsection 2 of Section 144 of the CrPC, 1973, covering the entire Imphal West District.
Notably, the CrPC, 1973, expired on June 30, and the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, came into effect on July 1. The statement underscores the serious risk of disturbances leading to breaches of peace and endangering public safety.
Given the urgency, the order was issued without prior public notice. It is enforced under Sub-section 1 of Section 163 of the BNSS and applied ex-parte under Sub-section 2 of Section 163 of BNSS, 2023, to the general public.
