The Manipur High Court has issued notices to 125 successful candidates from the reconducted 2016 Manipur Civil Services Combined Competitive (MCSCC) exam, following a petition alleging procedural misconduct. Petitioners, led by Yumlembam Surjit Singh, assert that the Manipur Public Service Commission (MPSC) failed to follow standardized guidelines and cite issues such as lack of examiners, absence of question moderation, and irregularities in the evaluation process.
A division bench comprising Chief Justice Siddharth Mridul and Justice Golmei Gaiphulshillu Kabui also instructed the MPSC and the State of Manipur to respond to these claims. The petitioners initially approached the Supreme Court, which directed them to pursue the matter in the Manipur High Court, where they filed in May 2023.
The petitioners argue that the MCSCC exam lacked necessary examination protocols, including head examiners and moderators, which they believe could have affected the selection for administrative roles. Specific complaints include absent supervisors’ signatures on answer booklets and unclear answer-ending instructions, which allegedly hindered evaluation accuracy.
The petitioners are urging the court to mandate a re-examination under revised guidelines to ensure procedural integrity in future examinations.
