Manipur Chief Minister N. Biren Singh has expressed strong support for the Union Home Ministry’s new regulation permitting Myanmar residents within 10 kilometers of the international border to temporarily enter Manipur using a ‘border pass’ issued by the Assam Rifles.

Addressing the media on January 9, 2025, Biren described the initiative as “a good beginning” and emphasized the necessity of regulating cross-border movement. He stated, “Earlier, nobody paid attention to who was going in or out of the country. I thank the Union Home Minister and the Ministry of Home Affairs for introducing this regulation.”

The Chief Minister highlighted the collaborative efforts required for effective implementation, involving not only the Assam Rifles but also state police, health officials, and district administration staff stationed at the border. He urged all personnel to exercise heightened vigilance and employ advanced technology to prevent illegal immigration.

This development follows Biren’s previous appeals to the central government to enhance border security measures, including the suspension of the Free Movement Regime (FMR) along the India-Myanmar border and the completion of border fencing. The FMR currently allows residents within 16 kilometers of the border to cross without formal documentation, a policy Singh has criticized for contributing to security challenges.

In addition to border security concerns, Biren addressed other state matters. He announced plans for constructing a fully computerized, world-class museum at Canchipur, estimated to cost around ₹40 crore, aimed at educating future generations about the state’s history. He also responded to a recent incident at the Mekola relief camp, clarifying that the reported suicide of a 21-year-old woman was due to personal issues unrelated to camp conditions, with an investigation underway.

Biren further expressed concern over the misuse of social media platforms to spread misinformation and mockery about Manipur. He noted that cybercrime units have taken action in several cases, resulting in arrests and account blocks, and assured continued legal measures to address such issues.

The introduction of the border pass regulation represents a strategic effort by the Union Home Ministry to enhance border management and security in Manipur, reflecting a coordinated approach between state and central authorities to address complex cross-border challenges.
