In a recent court ruling at the Special Court (ND&PS) in Manipur, Judge Mona Lisa Maibam has handed down a verdict against Khuplal Khongsai. Khongsai has been sentenced under section 21 (c) of the ND&PS Act for possessing 3.048 kilograms of heroin, commonly known as brown sugar. He will serve a rigorous imprisonment term of 10 years.
Khuplal Khongsai, aged 65 and the son of the late Jilijang Khongsai from Molnom village, Ukhrul district, was apprehended on September 10, 2022. The arrest occurred during a routine inspection by ASI Tayenjam Romesh of NAB-PS at Kanglatombi Bazar along National Highway 102 (Imphal-Dimapur road) in Imphal West district.
Upon arrest, Khuplal Khongsai was found in possession of 3.048 kilograms of heroin, and subsequently, a chargesheet was filed against him under sections 21 (C), 25, and 60(3) of the NDPS Act.
The court has also imposed a fine of Rs 1 lakh on Khuplal Khongsai, payable within six months. However, considering the time Khuplal Khongsai has already spent in custody since September 21, 2022, totaling 591 days, including investigation, inquiry, trial, and pre-conviction detention, the judge has ruled that this period will be deducted from his prison term.
